Senate President, Dr. Ahmad Lawan, CON, Ph.D, led the Principal Officers into the Chambers, took the official prayers and began the day’s proceedings at 10:57am.
VOTES AND PROCEEDINGS
Senator Degi- Eremienyo Biobarakuma moved for the adoption of Votes and Proceedings for Tuesday, 13th July, 2021.
The motion was seconded by Senator Orker-Jev.
POINT OF ORDER
1. Senator Sadiq, Suleiman Umar cited Order 43 to inform the Senate on the demise of two members of his constituents after consuming some food items.
Senate resolved to:
Observe a minute silence in honour of those who have lost their lives.
2. Senator Shuaibu Lau cited Order 42 and 52 to seek the leave of the Senate to move a motion on the havoc caused by serious flood in some parts of Taraba State on July 10, 2021.
Senate resolved to:
i. Urge the National Emergency Management Agency (NEMA), North East Development Commission (NEDC), and the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development to as a matter of urgency, come to the aid of the victims by sending relief materials to the affected areas; and
ii. Urge the Federal Ministry of Environment through the Ecological unit to expand the drainages in the affected areas.
3. Senator Bwacha Emmanuel cited Order 43 to inform the Senate on the continued detention of 14 members of his constituent without the necessary judicial process until Tuesday, 13TH July 2021, when they were granted bail by a courageous judge of the Federal High Court sitting in Taraba State.

Senator Kabiru Gaya moved that the Senate do receive the report of the Committee on Independent National Electoral Commission (INEC) on the Electoral Act (Amendment) Bull, 2021 (SB. 122)

“There are various accusations and insinuations that the leadership of the Senate sometimes leadership of the National Assembly has tampered with the report of the Committee. Some of those accusing the leadership of the National Assembly are misinformed innocently while some are simply mischievous. This is the first time this report is laid here and this is the decision the Committee on INEC and therefore whatever will be considered about the Electoral Act Amendment Bill will be on the basis of what has been presented to the Senate here. My telephone line and that of the Speaker was published and in one day, I received over 90 SMS saying we have manipulated this. We didn’t.
