VOTES AND PROCEEDINGS
Votes and Proceedings of Wednesday, 17th November 2021, were approved.
PETITIONS
1. Senator Ayo Akinyelure submitted five petitions from the Office of the President of the Senate:
i. Petition from Musa Musibau Mohammed against Abuja Electricity Distribution Company (AEDC) on wrongful termination of appointment/premature retirement from the service of Abuja Electricity (AEDC);
ii. Petition from A. Femi Ogunrinde against the Nigerian Army on appeal for reinstatement, upgrading and posting of Mr. Salami Lateef back into the Nigerian Army;
iii. Petition from Olo E. Onuma against Central Bank of Nigeria on travesty of justice by the Consumer Protection Department (CPD) of Central Bank of Nigeria (CBN) in handling of their complaint on illegal and frivolous debit entries in their account with Afribank Plc (now Polaris Bank Ltd) and refusal by the Bank to explain such entries and furnish them with statements of their account on regular basis;
iv. Petition from Abubakar Alkali and three others on behalf of Concerned Members of the Alumni Association of the National Institute for Policy and Strategic Studies against the Governing Board of National Institute for Policy and Strategic Studies on the nomination of Prof. Ayo O. Omotayo as Director General of the National Institute for Policy and Strategic Studies;
v. Petition from Joseph Nelson Ngwu against the Comptroller General of Federal Road Safety Corps (FRSC) on plea to restore his seniority with Federal Road Safety Corps (FRSC) via a letter to Corps Marshall.
Petitions were laid and referred to the Committee on Ethics, Privileges and Public Petitions to report back within four weeks.
2. Senator Nora Ladi Daduut submitted a petition from a Consultant to one of her constituents against the Nigerian Army on the unlawful abandonment by the military after his voluntary discharge and withholding of his entitlements of 33 years in service.
Petition was laid and referred to the Committee on Ethics, Privileges and Public Petitions to report back within four weeks.
POINT OF ORDER
Senator Rochas Okorocha cited Order 43 to draw the attention of the Senate to the high rate of insecurity and daily killings, particularly in Orlu Zone of Imo State

PRESENTATION AND CONSIDERATION OF REPORTS
1. Report of the Committee on Tertiary Institutions and TETFUND
Federal University of Education Numan (Establishment) Bill, 2021 (SB. 522) by Senator Ahmad, Babba Kaita
Senator Nora Ladi Daduut, who represented Senator Ahmad, Babba Kaita moved that the Senate do receive and consider the report of the Committee on Tertiary Institutions and TETFUND on the Federal University of Education Numan (Establishment) Bill, 2021 (SB. 522).
The report was laid and presented by Senator Nora Ladi Daduut laid and presented the report.
The Senate resolved into the Committee of the Whole to consider the report
The Senate in the Committee of the Whole considered and approved Clauses 1-5 as recommended.
Further consideration was deferred for further legislative action by the Committee

CONSIDERATION OF BILLS FOR SECOND READING
1. A Bill for an Act to Establish the Federal College of Agriculture, Ublaja, Edo State to provide full-time courses on Agriculture teaching, instruction and training in the sciences, social sciences, commerce, arts applied sciences, management and humanities; and carry out research, innovation, development and adaptation of teaching techniques, and for other related matters, 2021 (SB. 751) by Senator Clifford Odia
The Bill was read the second time and referred to the Committee on Tertiary Institutions and TETFUND; to report back within four weeks.
2. A Bill for an Act to Amend the Financial Reporting Council of Nigeria Act, 2011, to among other things, streamline the membership of the Governing Board as well as confer oversight responsibilities for financial reporting and corporate governance regulations in Nigeria on the council, with a view to repositioning and strengthening the statutory functions of the council in line with normative standards for operational efficiency and effectiveness, and for related matters, 2021 (SB. 824) by Senator Yusuf A. Yusuf
The Bill was read the second time and referred to the Committee on Trade and Investment; to report back within four weeks.
