NCC moves to stop big telcos from crushing small players

The Nigerian Communications Commission has released draft rules to stop larger mobile operators from squeezing out smaller rivals and virtual network providers.

The NCC published the Business Rules for Mobile Virtual Network Operators on Wednesday and opened them for public feedback until June 29, 2026. A public consultation forum is set for July 9, 2026, where stakeholder input will be reviewed before the framework is finalized.

The Commission said the rules are designed to prevent dominant Mobile Network Operators from using pricing tactics or operational delays to block smaller players. It wants to create a level playing field, protect smaller operators, and raise standards across the telecom sector.

Under the draft, host network operators must acknowledge MVNO connection requests within 10 days and confirm technical readiness within 20 days. All business and technical agreements must be finalized within 120 days to stop stalling.

The NCC also introduced benchmark pricing for data, voice calls, SMS, and USSD. The goal is to prevent dominant operators from undercutting virtual operators with anti-competitive rates.

Other key parts of the framework include tiered operational categories that define the scope and responsibilities of each operator type, plus mandatory compliance and revenue-sharing arrangements.

The Commission said the changes will promote healthy competition, speed up growth, and give Nigerians more choice in telecom services.
