Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria!

Senate President, Dr. Ahmad Lawan, CON, Ph.D, led the Principal Officers into the Chambers, took the official prayers and began the day’s proceedings at 10:56am.

VOTES AND PROCEEDINGS
Senator Yakubu Oseni moved for the adoption of Votes and Proceedings for Wednesday, 14th July, 2021.

The motion was seconded by Senator Obinna Ogba.

PETITIONS
1. Deputy Senate President, Senator Ovie Omo-Agege submitted a petition from a constituent against the Inspector General of Police over alleged unlawful dismissal from the Nigerian Police Force.

Petitions was laid and referred to the Committee on Ethics, Privileges and Public Petitions and to report back within four weeks.

2. Senator Obinna Ogba submitted a petition from a constituent against the Nigerian National Petroleum Corporation (NNPC)

Petitions was laid and referred to the Committee on Ethics, Privileges and Public Petitions and to report back within four weeks.

POINT OF ORDER
Senator Danjuma Lah cited Order 42 and 52 to seek the leave of the Senate to present a motion on the urgent need for the declaration of emergency over the insecurity situation in some parts of Southern Kaduna.

Senator Uba Sani seconded.

Senate resolved to:
i. Observe a minute silence for the souls of the deceased;

ii. Call on the Federal Government to declare a security emergency in Southern Kaduna Senatorial District;

iii. Call on the federal government to set up a Military Task Force in the troubled parts of Southern Kaduna as an interim measure to contain varying attacks by armed herdsmen;

iv. Urge the security agencies to intense fire force by preventing and bringing to justice all persons involved in these attacks;

v. Call on the federal government to set up Internally Displaced Persons Camps to cater for all who have been displaced by these attacks;

vi. Urge the Federal Government to intensify efforts to implore NEMA to provide food and relief materials for the people camping in the IDP Camps for now.

PRESENTATION AND CONSIDERATION OF REPORTS
1. Joint Committee on Judiciary, Human Rights & Legal Matters; Navy and Marine Transport
Nigerian Maritime Zones Act (Repeal & Re-enactment) Bill, 2021 (SB. 49) by Senator Opeyemi Bamidele

Senator Opeyemi Bamidele moved that the Senate do receive the report of the Joint Committee on Judiciary, Human Rights & Legal Matters; Navy and Marine Transport on the Nigerian Maritime Zones Act (Repeal & Re-enactment) Bill, 2021 (SB. 49)

Senator Orker-Jev seconded

The report was laid.

2. Report of the Committee on Local and Foreign Debts
2018-2020 Federal Government External Borrowing (Rolling) Plan by Senator Clifford Odia

Senator Clifford Odia moved that the Senate do receive and consider the report of the Committee on Local and Foreign Debts on the 2018-2020 Federal Government External Borrowing (Rolling) Plan No. 1

Senator Bima Enagi Seconded.

Senator Clifford Odia laid and presented the report.

Senate approved the recommendations of the report.

3. Conference Committee Report
Petroleum Industry Bill, 2021 (SB. 510) by Senator Yahaya Abdullahi (Senate Leader)

Senate leader do moved that the Senate do receive and consider the Conference Committee Report on the Petroleum Industry Bill, 2021 (SB. 510).

Senate approved the recommendations of the report.

4. Report of the Committee on Independent National Electoral Commission (INEC)
Confirmation of the Nomination of Sani Mohammed Adam SAN (North Central) for Appointment as Commissioner of the Independent National Electoral Commission (INEC) by Senator Kabiru Gaya

Senator Kabiru Gaya moved that the Senate do receive and consider the report of the Committee on Independent National Electoral Commission (INEC) on the Confirmation of the Nomination of Sani Mohammed Adam SAN (North Central) for Appointment as Commissioner of the Independent National Electoral Commission (INEC).

Senator Danladi Sankara seconded.

Senator Kabiru Gaya laid and presented the report.

Senate resolved into Committee of the Whole to consider the report.

Senate reverted to plenary to report progress.

The Nomination of Sani Mohammed Adam SAN, was confirmed as Commissioner representing North Central in the Independent National Electoral Commission (INEC).

5. Report of the Committee on Independent National Electoral Commission (INEC)
Electoral Act No. 6 2021 (Amendment) Bill, 2021 (SB. 122) by Senator Kabiru Gaya

Senator Kabiru Gaya moved that the Senate do consider the report of the Committee on Independent National Electoral Commission (INEC) on the Electoral Act No. 6 2021 (Amendment) Bill, 2021 (SB. 122).
Senator Seriake Dickson seconded.

Senate resolved into Committee of the Whole to consider the report.

Senate moved into a closed-door session at 1:54pm.

Senate resumed from its closed door session at 2:10pm.

Senate President, Dr. Ahmad Lawan, reported that at the closed-door Session, the Senate considered some home keeping issues.

Senate resolved into Committee of the Whole to resume consideration of the report.

Senator Enyinnaya Abaribe called for a division of the Senate to vote on the amendment of a Clause in the Bill that allows for electronic transmission of results.

Expected number of votes to be casted was 108 excluding the Senate President.
Results of the voting:

Total votes casted – 80
Total votes in support – 28
Total votes against – 52
Total numbers of absent legislators – 28

The Senate ruled against the electronic transmission of election results.

Senate reverted to plenary to report progress.

The Senate in Committee of the Whole considered and approved Clauses 1-157 as amended, Interpretation as recommended, Schedules 1&2 as recommended, Short and Long Titles as recommended, explanatory memorandum as recommended.

Electoral Act No. 6 2021 (Amendment) Bill, 2021 (SB. 122) was read the Third Time and PASSED!

The Senate adjourned at 4:08pm for a break.

Senate reconvened at 6:30pm.
