Just in: APC’s NEC devolves powers to nominate candidates, discipline organs and members to NWC for 90 days

The National Executive Committee of the All Progressives Congress (APC), the highest organ of the Party, has devolved to its National Working Committee (NWC) all multi-level powers relating to nomination of candidates for the 2023 general elections as well as disciplinary actions against organs and members.

The decision was taken at the Wednesday emergency National Executive Committee, NEC, meeting of the governing party in Abuja.

The NWC of the party is made up of 25 top officers, led by the National Chairman, Senator Abdullahi Adamu.

What thos means in essence is that the NWC can take all actions relating to implementing its timetable for the 2023 general elections without recourse to the highest decision-making organ of then party.

This power is limited to 90 days, by which time the process of nominating candidates for the various elective posts and submitting the same to the Independent National Electoral Commission, INEC, would have been completed.

The Wednesday motion which led to the devolution of the important powers of  then Party’s NEC was moved by the President of the Senate Ahmed Lawan and seconded by the Speaker of the House of Representatives Femi Gbajabiamila.

Governor of Kaduna State, Nasir El-Rufai made an amendment to the motion to the effect that the powers of NEC so donated to the NWC be limited to 90 days and not for the ‘’time being’’ as in the introductory part of the motion moved by Lawan.

President of the Senate, in moving the motion, said it was to help ‘‘conduct seamless primaries for the nomination of our party’s candidates.”

He said that the National Working Committee had resolved to convene an emergency meeting of the National Executive Committee pursuant to Article 25(2), (ii) for the consideration of the party’s timetable for the conducts of its primary election and other allied matters.

▪︎ Important powers surrendered to NWC by NEC

Senator Lawan further moved  that:

‘’The powers of NEC under Article 13(3)(ii)(iii) (iv)(v)(vi): respectively be vested in the NWC for the time being as follows:

”The NEC devolves it powers to NWC as enshrined in Articles 13.3 (ii) of the APC Constitution to ‘’discharge all functions of the National Convention as constituted in between Conventions.’

”That the NEC devolves its power to NWC as enshrined in Article 13.3(iv) of the APC Constitution, to ‘’consider reports from National, State and Local Government Area/Area Councils Chapters of the Party and take such decisions as are necessary to protect, advance, and consolidate the gains and interest of the Party.

”That the NEC devolves its powers to NWC as enshrined in Article 13,3(v) of the APC Constitution, to ‘’Exercise control and take disciplinary actions on all organs, officers, and members of the Party and determine appeals brought before it by any member or organ of the party.

”That the NEC devolves its power to NWC as enshrined in Article 13.3(v) of the APC Constitution, to ‘’Create elect and appoint any committee it may deem necessary, desirable or expedient and assign to them such powers and functions as it may deem fit and proper. I so move.’’

All “prayers” sought by the Senate President were passed by NEC on Wednesday.
