The Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO) on Friday announced the passing of its first Executive Secretary, Amb. Wolfgang Hoffmann.
In a statement, the organisation described Hoffmann as a veteran German diplomat who led the CTBTO Preparatory Commission from 1997 to 2005, playing a key role in laying its institutional foundation.
The statement quoted current Executive Secretary Robert Floyd as saying that the CTBTO community paid tribute to Hoffmann’s unwavering dedication to a world free of nuclear testing, a commitment that endured long after his term ended.
“I am deeply saddened to learn of the passing of Hoffmann.
“His visionary leadership and tireless dedication built the solid foundations of the CTBTO as it stands today, and he set the standard for all to follow,” Floyd said.
Floyd also extended heartfelt condolences to Hoffmann’s family, colleagues, and all who had the privilege of knowing him.
He encouraged the international community to honour Hoffmann’s legacy by “reaffirming shared commitment to the values he championed: peace, security, and international cooperation.”

During his leadership, Hoffmann set in motion the Treaty’s verification regime, beginning with the establishment of the first monitoring stations of the International Monitoring System (IMS) and the International Data Centre (IDC).
He also laid the groundwork for On-Site Inspections (OSI), a critical component of the verification system that remained central to the CTBTO’s mission today.
“These remain core elements of the CTBTO’s operations today.
“He was also instrumental in shaping the CTBTO’s organisational structure, guiding the newly formed body into a fully functional international institution.
“Even after leaving office, Hoffmann remained a tireless advocate for the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and its mission.
“He continued to lend his expertise and voice to the cause,” the organisation noted.
The organisation said Hoffmann actively participated in CTBTO’s Science and Technology (SnT) conferences, engaging with scientists and young professionals.
“Notably, he attended SnT2019 in Vienna, where he took part in intergenerational dialogues about the CTBT’s future.
“He was especially passionate about fostering exchanges with the next generation of CTBT experts, reflecting his belief in educating and inspiring future stewards of the Treaty,” the statement added.
