Director-General of the Bureau of Public Procurement, BPP, Dr. Adebowale A. Adedokun, FCIPS, has charged Federal Government agencies to adhere to proper procurement procedures for effective service delivery and value for money.
He made the call on Wednesday at the National Health Insurance Authority, NHIA, retreat held in Abuja.

Speaking at the retreat, which aimed to equip officers with knowledge of procurement principles, approval authorities and strategies to avoid offences, Dr. Adedokun said strengthening procurement capacity is vital to safeguarding public resources and delivering quality healthcare services.

“Procurement connects citizens with the government to deliver values and end users’ satisfaction,” he said.
He stated that procurement is a tool for good governance that guides quality and timely delivery.
He stressed that ‘Needs Assessment’ must be properly done before actual procurement commences.

The BPP DG noted that procurement must be planned and backed by an approved budget. He said adherence to approval thresholds is mandatory.
He explained basic concepts that ensure procurement processes are competitive, equitable and aligned with public interest.
He clarified the roles and responsibilities of approving authorities to ensure officers understand the chain of authority and compliance.
Dr. Adedokun gave guidance on identifying and preventing common pitfalls such as bid rigging, conflict of interest and unauthorised contract variations.
He stated that variation of contracts is domiciled in BPP, except in exceptional cases.

He reiterated that every contract must be uploaded to the organisation’s website as well as the BPP website.
He added that every monthly and quarterly report of procurement activities must be posted to both the BPP and the organisation’s websites.
The session underscored the importance of transparency, accountability and efficiency in public procurement as a cornerstone of good governance.
