Akume tasks SSGs on delivery framework ahead of 2027 elections

The Secretary to the Government of the Federation, George Akume, has charged Secretaries to State Governments, SSGs, across the country to institutionalise a results-driven delivery system to ensure the full implementation of President Bola Tinubu’s Renewed Hope Agenda ahead of the 2027 general elections.

Akume gave the charge on Tuesday while presenting a technical paper at the breakout session for SSGs during the Renewed Hope Ambassadors’ Strategic Summit held at the State House Banquet Hall, Abuja.

Describing SSGs as the “engine room” of governance at the subnational level, the SGF said the success or failure of any administration depends largely on the effectiveness of its coordination and delivery systems.

“As we count down to 2027, Nigerians are expectant. Our promises are real, our commitments genuine and delivery is sacrosanct to this administration,” he stated.

Akume reiterated that the Renewed Hope Agenda (2023–2027) is anchored on eight priority areas: economic growth and job creation; food security; access to capital; poverty eradication; national security; inclusivity; fairness, rule of law; and anti-corruption.

He noted that these priorities have been further unbundled into focus areas, including economic reform for inclusive growth, strengthening security, boosting agriculture, unlocking energy resources, infrastructure development, human capital investment, digital industrialisation and improved governance.

Quoting Vice President Kashim Shettima, Akume described the Renewed Hope Agenda as “a covenant between government and the people,” stressing that policy design alone is insufficient without measurable execution.

The SGF also highlighted the role of the federal Central Delivery Coordination Unit, CDCU, established under Executive Order 12, in tracking ministerial performance through dashboards, scorecards and quarterly reviews.

According to him, ministers currently operate under performance bonds, with deliverables monitored digitally to ensure accountability and transparency.

He urged SSGs, particularly in progressive states, to mirror the CDCU framework by establishing state-level delivery coordination units, defining clear ministerial deliverables, and deploying commitment trackers and Key Performance Indicators, KPIs.

“Government’s success is not the brilliance of written policies, but the efficiency of their execution,” Akume said, adding that dismantling bureaucratic silos and strengthening inter-ministerial collaboration are critical to achieving results.

Akume emphasised that SSGs, as chief administrative officers at the state level, must translate federal priorities into actionable state plans, backed by structured monitoring mechanisms.

He proposed the creation of State Delivery Coordination Units within SSG offices to track legacy projects and ensure that each ministry adopts three to five SMART deliverables aligned with Renewed Hope goals.

Regular monthly reviews, quarterly performance assessments, annual executive retreats and clearly defined escalation protocols were recommended to address bottlenecks before they derail projects.

The SGF also called for the deployment of digital dashboards and public-facing tracking tools to enhance transparency, though he cautioned that such platforms must be safeguarded against abuse.

Akume underscored the importance of cooperative federalism, referencing deliberations at the National Economic Council, NEC, where the President stressed unity of purpose, fiscal discipline and coordinated action.

He encouraged states to harmonise tax regimes, security frameworks and development planning with federal initiatives, while nominating liaison officers to interface with CDCU counterparts.

“States must move from episodic implementation to a systemic delivery culture where follow-through is non-negotiable,” he said.

As the 2027 elections approach, Akume said performance, not rhetoric, will define leadership credibility.

“History will not assess us by the eloquence of our plans, but by the evidence of our delivery,” he declared, listing measurable outcomes such as completed roads, improved schools and healthcare facilities, agricultural expansion, job creation and strengthened security as indicators citizens will demand.

He assured participants that the Office of the Secretary to the Government of the Federation stands ready to support states with policy coordination tools, performance tracking templates, institutional strengthening and knowledge sharing.

“Together, through disciplined coordination and evidence-based governance, we can ensure that the Renewed Hope Agenda is not only implemented, but fully delivered for the welfare, security and enduring prosperity of our people,” Akume said.
