The Urhobo Leadership Forum Abuja has welcomed the new Memorandum of Understanding between NNPC Limited and two Chinese firms to upgrade and expand the Warri and Port Harcourt refineries, but says the deal’s value will depend on how it affects people and the environment.
In a statement on Saturday, ULFA President Olorogun Peter Igho commended NNPC’s management for moving decisively and following a thorough process. He stressed that for Niger Delta communities, success must mean cleaner air, less gas flaring, and real economic benefits.
-Focus on health and environment-
ULFA urged NNPC to enforce strict compliance with technical provisions, highlighting three priorities:
1. *Cleaner energy standards* to reduce air pollution and environmental damage in host communities.
2. *Optimal gas utilization* to end routine flaring and channel gas into local industry.
3. *Public health safeguards*, given the long-term health burden in the Niger Delta, including high infant mortality and other under-documented conditions linked to pollution.
“The success of this MOU must be measured by its impact on people and the environment,” Igho said.
-Economic and security gains-
The group said completing the refineries would diversify fuel supply, help lower prices, reduce monopolistic practices, and create jobs for young people. It argued that these gains could restore peace and improve livelihoods across the region.
ULFA also called on traditional rulers and host communities to ensure peaceful coexistence and extend full support to Chinese partners and technical staff, saying their safety and cooperation are key to timely delivery.
