UN torture prevention body to visit Nigeria for rights assessment

The United Nations Subcommittee on Prevention of Torture (SPT) will conduct a second visit to Nigeria from 8 to 19 September 2024.

The delegation intends to evaluate the treatment of detained individuals and assess improvements in the country’s capacity to safeguard the human rights of those deprived of liberty since their last visit a decade ago.

The SPT will inspect various detention facilities, including prisons, police stations, and psychiatric institutions.

The delegation will also engage with Nigerian authorities, the National Human Rights Commission, civil society organizations, and other stakeholders to discuss measures and mechanisms for preventing torture.

“This visit is an opportunity for Nigeria to enhance its commitment to preventing torture and strengthen protections within detention settings,” said Aisha Shujune Muhammad, Head of the delegation.

“We also aim to support the authorities in establishing a National Mechanism for Prevention of Torture (NPM), which is a requirement under the Optional Protocol to the Convention against Torture, ratified by Nigeria in 2009.”

The SPT will present its confidential preliminary observations to the Nigerian government at the end of the visit. A detailed report containing the SPT’s concerns and recommendations will be provided to the authorities afterwards.

The delegation includes Aisha Shujune Muhammad (Maldives), Satyabhooshun Gupt Domah (Mauritius), Andrew Christoffel Nissen (South Africa), and Victor Zaharia (Moldova), along with two Human Rights Officers from the Office of the High Commissioner for Human Rights.
