PETITIONS
Senator Ayo Akinyelure submitted five petitions from the Office of the President of the Senate:

1. Petition from Richard Oghenerhoro Martins against Honorable Minister of works, the Permanent Secretary and the Director of Human Resources in respect of Conspiracy, Fraudulent activities, threat to life/ force Accusation and undue hardship toward my employment/ Career by the Honourable Minister of Works and Housing, Abuja, Mr. Babatunde Raji Fashola (SAN), the permanent Secretary, Alhaji Husseini, and Director Human Resources Alhaji Umar Utono.

2. Petition from Gideon Doba on behalf of University of Calabar Teaching Hospital unpaid Interns against the Chief Medical Director of the University of Calabar Teaching Hospital seeking request for redress.

3. Petition from Nwife Jacobs Obinna on behalf of 2017-2020 recruited Officers/unpaid Teacher from the 110 Federal Unity Colleges against Head of Service of the Federation and Federal Ministry of Education requesting for an urgent Attention.

4. Petition from Dr. Muiz Banire on behalf of Kazuma shipping Company Ltd against The Nigerian Army for Trespass, Hijacking and stealing of over 19 Acres of land beside the Army Signal Barracks, Mile 2, Lagos belonging to Kazuma Shipping Company Ltd.

5. Petition from Eloka Bernadine Ifeoma of Clarion Shipping West Africa Ltd against The Nigerian Customs Service over shutdown of Clarion shipping West Africa Ltd four Terminals.

POINT OF ORDER
1. Senate Leader, Senator Yahaya Abdullahi cited Order 42 & 52 to raise a Motion on the demise of Dr. Joseph Wayas who was a Presiding Officer and President of the Senate in the Second Republic.

Senator Jarigbe Jarigbe seconded. Said “the late former President was a man who loved people and loved Nigeria. He spoke the three major languages in the country and also acted as President of this country for 16 days when the President and Vice President were out of this country and he did that with so much credibility. We will miss him so much but we submit to the superior will of God. May his soul rest in peace.”

Senate resolved to:
i. Observe a minute silence in honour of late Dr. Joseph Wayas;

ii. Urge the Senate to send a delegation to participate in his burial

iii. Send a condolence letter and delegation to commiserate with his family, and the government of Cross River State.

2. Senator Ibrahim Gobir cited Order 43 to inform the Senate on the killing of 23 persons following an attack on travellers in Angwan Bawa, Sabon Birni Local Government Area of Sokoto State.

Senate resolved to observe a minute silence in honour of the dead.

3. Teaching Hospitals (Reconstitution of Boards, etc) Act CAP U15 (Amendment) Bill, 2021 (SB. 874) by Senator Ahmad, Babba Kaita

Teaching Hospitals (Reconstitution of Boards, etc) Act CAP U15 (Amendment) Bill, 2021 (SB. 874) was read the First Time.

4. Nigerian Economic Diversification Bill, 2021 (SB. 875) by Senator Sabi Abdullahi

5. Immigration Act 2015 (Amendment) Bill, 2021 (SB. 877) by Senator Theodore Orji

PRESENTATION OF REPORTS
1. Reports of the Committee on Aviation
Senator Smart Adeyemi moved that the Senate do receive the Reports of the Committee on Aviation on the following Bills:

a. Nigerian Metrological Agency Act 2003 (Repeal & Re-enactment) Bill, 2021 (SB. 192);

b. Nigerian College of Aviation Technology Act CAP N96 LFN 2004 (Repeal & Re-enactment) Bill, 2021 (SB.193);

c. Nigerian Airspace Management Agency Act CAP N90 LFN 2004 (Repeal & Re-enactment) Bill, 2021 (SB. 194);

d. Civil Aviation Act 2006 (Repeal & Re-Enactment) Bill, 2021 (SB. 195);

e. Federal Airport Authority of Nigeria Act CAP F5 LFN 2004 (Repeal & Re-enactment) Bill, 2021 (SB.196); and

f. Nigerian Safety Investigation Bureau (Establishment) Bill, 2021 (SB.197).

2. Report of Joint Committee on National Security and Intelligence; Defence; Police Affairs and Judiciary, Human Rights & Legal Matters

#ENDSARS PROTEST: The mayhem visited on the Ancient City of Calabar the first capital of Nigerian on 23rd and 24th October, 2020 by Senator Ibrahim Abdullahi Gobir.

Senator Ibrahim Abdullahi Gobir moved that the Senate do receive the report of Joint Commission on National Security and Intelligence; Defence; Police Affairs and Judiciary, Human Rights & Legal Matters on the ENDSARS PROTEST: The mayhem visited on the Ancient City of Calabar the First Capital of Nigerian on 23rd and and 24th October, 2020.

Senator Ibrahim Abdullahi Gobir laid the report.

CONSIDERATION OF BILLS FOR SECOND READING
1. A Bill for an Act to Amend relevant tax, excise and duty status in line with macroeconomic policy reforms of the Federal Government; to amend and make further provisions in specific laws in connection with public financial management of the federation and for other related matters therewith, 2021 (SB. 873) by Senate Leader, Senator Yahaya Abdullahi

In view of the importance of this Bill and need to expedite its passage, Senate Leader, Senator Yahaya Abdullahi moved that Senate do suspend Order 79(71) in order to read the Bill for the Second Time.

Deputy Minority Leader, Senator Emmanuel Bwacha seconded.

Senate Leader, Senator Yahaya Abdullahi, in his lead debate said, “This Bill has been fast tracked in order to proceed the consideration of our 2022 budget. The Bill provides for the enhancement of the revenue mobilization effort to increase taxation and tax collection and also to increase non-tax revenue.

Senator Sirajudeen Ajibola Basiru seconded. Said, “The intendment of the Finance Bill is very germane particularly having regard to the need to reenergizing our economy and to ensure that we are able to raise necessary resources to meet the expenditure of government.”

The Bill was read the Second Time and referred to the Joint Committees on Finance, Customs and Trade and Investment to report back on Tuesday, 14th December, 2021.

2. A Bill for an Act to Amend the Administration of Criminal Justice Act 2015 and for other related matters, 2021 (SB.465) by Senator Orji Kalu

The Bill was read the Second Time and referred to the Committee on Judiciary, Human Rights and Legal Matters to report back within four weeks.

3. A Bill for an Act to Establish University of History, Archaeology and Education, and for related matters, 2021 (SB.328) by Senator Oyelola Ashiru

The Bill was read the Second Time and referred to the Committee on Tertiary Institutions and TETFUND; to report back within four weeks

4. A Bill for an Act to Provide for the settlement of certain civil disputes by conciliation, mediation and traditional dispute resolution mechanism; to set out guiding principles applicable; and for connected purposes, 2021 (SB.848) by Senator Sani Musa

The Bill was read the second time as amended and referred to the Committee on Judiciary, Human Rights and Legal Matters; to report back within four weeks.

Federal College of Forestry, Wawa Zange Dukku, Gombe State (Establishment) Bill, 2021 (SB. 308) by Senator Ahmad Babba Kaita

Senator Smart Adeyemi who represented Senator Ahmad Babba Kaita moved that the Senate do receive and consider the report of the Committee on Tertiary Institutions and TETFUND on the Federal College of Forestry, Wawa Zange Dukku, Gombe State (Establishment) Bill, 2021 (SB. 308) (Adjourned Consideration 23rd November, 2021).

The Senate resolved into the Committee of the Whole to resume consideration of the report.

The Senate in the Committee of the Whole considered and approved Clauses 3-35 as recommended, Interpretation as recommended, Schedule as recommended, Explanatory Memorandum as recommended, Short & Long Titles as recommended

2. Report of the Committee on Tertiary Institutions and TETFUND
Federal University of Education Numan, Adamawa State (Establishment) Bill, 2021 (SB. 522) by Senator Ahmad Babba Kaita

Senator Smart Adeyemi who represented Senator Ahmad Babba Kaita moved that the Senate do receive and consider the report of the Committee on Tertiary Institutions and TETFUND on the Federal University of Education Numan, Adamawa State (Establishment) Bill, 2021 (SB. 522) (Adjourned Consideration 23rd November, 2021)

The Senate resolved into the Committee of the Whole to resume consideration of the report

The Senate in the Committee of the Whole considered and approved Clauses 6-30 as recommended, Interpretation as recommended, Schedules 1-3 as recommended, Explanatory Memorandum as recommended, Short & Long Titles as recommended

Federal University of Education Numan, Adamawa State (Establishment) Bill, 2021 (SB. 522) was read the Third Time and PASSED!

MOTION
1. Approval for Promissory Notes and Debt Issuance of the Federal Government by Senator Oloriegbe, Yahaya Ibrahim

Senate Resolved to:
Urge the Executive Arm of Government to review the outstanding balance of ₦1.3 Trillion and make a fresh submission for consideration to the National Assembly

ADJOURNMENT
Senate Leader, Senator Yahaya Abdullahi moved that all other items on the Order Paper be stood down to another legislative day.
