1. Confirmation of the Nomination of Major General Faruk Yahaya for Appointment as Chief of Army Staff of the Armed Forces of the Federal Republic of Nigeria, by Senator Yahaya Abdullahi (Senate Leader)

Senate Leader moved that the Senate do receive the request of Mr. President C-in-C on the confirmation of the nomination of Major General Faruk Yahaya for appointment as Chief of Army Staff of the Armed Forces of the Federal Republic of Nigeria.

Minority Leader seconded.

The request of Mr. President C-in-C was referred to the Joint Committee on Defence and Army with Committee on Defence as the lead committee.

Prohibition of Discrimination between First Degrees and Higher National Diplomas Bill, 2021 (SB.297) by Senator Ibrahim Shekarau

Senator Ibrahim Shekarau moved that the Senate do receive and consider the report of the Joint Committee on Establishment & Tertiary Institutions and TETFUND on the Prohibition of Discrimination between First Degrees and Higher National Diplomas Bill, 2021 (SB.297)

Senator Sadiq Umar seconded.

I recall that in the House of Representatives between 2003 and 2007, this was one Bill that was so important and it is a way of encouraging our Polytechnic graduates. CONSIDERATION OF BILLS FOR SECOND READING
1. A Bill for an Act to make a comprehensive provisions for each of the Government of the Federation to establish and maintain project implementation plans for the implementation of Projects within their jurisdiction from inception to conclusion and for other matters connected thereto, 2021 (SB.224) by Senator Barau Jibrin

Senator Solomon Adeola seconded. Said: “Let me commend Senator Barau Jibrin for this timely and instructive Bill that he has moved before the Senate today. This Bill if eventually passed into law, will address the issue of uncompleted projects scattered across the length and breadth of this country. These abandoned projects form part of what contribute to our GDP. With this Bill coming into play, it will allow for proper and long term planning by the government. Secondly, this Bill will address proper and sound policy.”

The Bill was read the Second Time and referred to the Committee on National Planning Economic Development and to report back within four weeks.

2. A Bill for an Act to establish the Federal Capital Territory (FCT) Borderline Community Development Commission to control, regulate and mitigate the problems faced by communities around FCT as a result of their proximity, 2021 (SB.584) by Senator Sani Musa

Senator Adamu Aliero seconded.

The Bill was read the Second Time and referred to the Committee on FCT to report back within four weeks.

3. A Bill for an Act to establish the National Examinations Management Commission to be saddled with the responsibility of coordinating and regulating all forms of O-levels examinations being conducted by National Examination Council of Nigeria (NECO), National Business and Technical Examinations Board (NABTEB), National Board for Arabic and Islamic Studies (NBAIS), Joint Admissions and Matriculation Board (JAMB) and any other Agency of Government responsible for conducting O-level examinations in Nigeria and for other related matters, 2021 (SB. 656) by Senator Kabir Barkiya

The Bill was read the Second Time and referred to the Committee on Basic and Secondary Education to report back within four weeks.

4. A Bill for an Act to establish the National Food Safety Council and the National Food Safety Management, Committee for the official control of food and feed safety, the obligations of food and feed business operators and define the functions and powers of institutions of governments with the objective of ensuring that food and feed safety risks are effectively managed, and for related matters, 2021 (SB. 589) by Senator Abubakar Kyari

Senator Francis Alimekhena seconded.

The Bill was read the Second Time and referred to the Committee on Agriculture and Rural Development to report back within four weeks.

MOTION
1. The senseless and brutal murder of innocent and defenseless indigenes of Izzi Clan in Ado LGA of Benue State by alleged herdsmen: a call for justice by Senator Samuel Egwu

Senate Leader seconded.

Senate resolved to:
i. Condemn in the strongest terms the gruesome murder of 62 indigenes of Izzi Clan of Ado LGA of Benue State and wanton destruction of homes, markets and hospital by alleged herdsmen;

ii. Observe a minute silence in honour of the victims of the attack;

iii. Direct the Nigerian Police and other relevant security agencies to carry out comprehensive investigation of those dastardly attacks and to promptly arrest and prosecute the perpetrators; and

iv. Request the National Emergency Management Agency (NEMA) to immediately intervene through the provision of relief materials to the families of the victims, the displaced persons in the affected communities and the injured persons who are currently receiving treatment at the Federal Teaching Hospital Abakaliki.
