Senate President Ahmad Lawan led the Principal Officers into the Chamber, took the official prayers and began the day’s proceedings at 10:54am.

PETITION

1. Senator Obinna Ogba submitted a petition from one of his constituents, a retired Deputy Commissioner of Police against the Police Service Commission over unlawful retirement.

Petition was laid and referred to the Committee on Ethics, Privileges and Public Petition to report back within four weeks.

POINT OF ORDER

Senator Emmanuel Bwacha cited Order 43 to inform the Senate on bandits attack on his Senatorial District resulting to loss of about 100 lives.

“I commend the military despite that they have been over stretched and I want to encourage them to keep on the fight as we are beginning to see results in the war against insurgency.” – Senator Emmanuel Bwacha

“Let me join you in commending the military. The military has been recording a lot of successes and we are solidly behind them not only in prayers but whatever we can legislatively intervene.” – Senate President Ahmad Lawan

Senate observed a minute silence in honour of the lives lost.

MOTION FOR RE-COMMITAL OF A BILL

1. Re-commital of the Federal University of Aerospace and Aeronautics Oka Akoko (Establishment) Bill, 2022 to the Committee of the Whole by Senate Leader, Senator Ibrahim Gobir.

Minority Leader, Senator Philip Aduda seconded.

Senate resolved to rescind its decision on the Bills as passed and re-commit same to the Committee of the Whole for re-consideration and passage.

Senate resolved into Committee of the Whole to consider the report.

CONSIDERATION OF A BILL

1. A Bill for an Act to regulate the formalize the employment of domestic workers, apprenticeships, interns and other Informal sector employees in Nigeria and to empower the National Directorate of Employment to issue license and monitor privately owned Employment Agencies whose responsibilities will be to enroll employees in their data bank, safeguard and enhance their social security and oversee their recruitment by employees who engaged in legitimate occupation on such terms and conditions as may be agreed by the parties and for other related matters, 2020 (SB. 541) by Senator Sani Musa

The Bill was read the Second Time and referred to the Committee on fLabour and Productivity to report back within four weeks.

Senator Sabi Abdullahi moved that the Senate do receive and consider the Conference Committee Report on the Federal College of Education Act 1998 (Repeal & Re-enactment) Bill, 2022 (SB. 531).

Senator Kabiru Gaya seconded.

Senator Aliyu Sabi Abdullahi laid and presented the report.

The recommendations of the Committee were approved.

2. Report of the Committee on Tertiary Institutions and TETFUND

Federal University Gusau, Zamfara State (Establishment) Bill, 2022 (5B. 25) by Senator Ahmad, Babba Kaita

Senator Nora Ladi Daduut (who stood in for Senator Ahmad, Babba Kaita) moved that the Senate do receive and consider the report of the committee on Tertiary Institutions and TETFUND on the Federal University Gusau, Zamfara State (Establishment) Bill, 2022 (SB. 25).

Senator Bello Mandiya seconded.

Senator Nora Ladi Daduut laid and presented the report.

Senate resolved into Committee of the Whole to consider the report.

MOTION

1. Urgent need to intervene on the failed portions of Benin-Ekpoma-Auchi-Okene, Benin-Sapele and Ewu-Uromi-Agbor Roads by Senator Clifford Odia, Senator Matthew Urhoghide and Senator Francis Alimikhena

“I rise to support this motion moved by Senator Clifford Odia. These roads have become a running decimal in this chamber and this is a major road linking South-South to Abuja. It is my suggestion that a palliative measure be put in place as our people are suffering.” – Senator Francis Alimikhena

Senate resolved to:

i. Urge the Federal Ministry of Works to:

a. Commence immediate repairs on the failed portions of these roads;

b. Provide adequate funding sufficient to complete the reconstruction of these Roads; and

c. Come up with a plan to settle all lingering Issues bordering on the dualisation of the Roads with contractors and also review the terms and conditions of the contract to meet current realities of inflation
