Senate President Ahmad Lawan read a letter from President Muhammadu Buhari requesting the Confirmation of Appointment of Mohammed Bello as Chairman Revenue Mobilization and Fiscal Commission.

Senator Ayo Akinyelure submitted five petitions from the Office of the Senate President:
1. Petition from S.A Ayesa Esq. on behalf of Festus Ilegbusi against the Nigeria Police Force over dismissal of CPL Festus Ilegbusi from the Force.
2. Petition from Akpoh Monday against the Nigeria Police over wrongful dismissal and humiliation of Akpoh Monday from the Nigeria Police Force.
3. Petition from A. S. A Ajibola Esq on behalf of Taiwo O. Obale against the Federal Airport Authority of Nigeria (FAAN) for passionate appeal for reinstatement of Taiwo O. Bale into the service of the Federal Airport Authority of Nigeria.
4. Petition from Olanrewaju Aiyedun Esq and 4 other against Mrs Ude Godwill and others over forcible entry, unlawful possession of firearms, criminal conversion, cultism, criminal trespass, malicious damage, threat to life, illegal use of officers and men of the Nigerian Army and conduct likely to cause a breach of Public Peace.
5. Petition from Ilemobayo Akinbote Esq on behalf of Mr. Solomon Ibukun and Mr. Osunlana Joel against Police Service Commission and Nigeria Pension Commission for non-payment of gratuities of Mr. Solomon Ibukun and Mr. Osulana Joel

1. Confirmation of the Nomination of Joe Aniku Michael Ohiani for Appointment as Substantive Director-General/CEO for the Infrastructure Concession Regulatory Commission
Senate Leader, Senator Ajayi Borrofice moved that the Senate do consider the request of Mr. President C-in-C on the Confirmation of the Nomination of Joe Aniku Michael Ohiani for Appointment as Substantive Director-General/CEO for the Infrastructure Concession Regulatory Commission in accordance with the provision of Section 21(1)(a) of the Infrastructure Concession Regulatory Commission (Establishment) Act, 2005.
Minority Leader, Senator Philip Aduda seconded.
The request of Mr. President C-in-C was referred to the Committee on Works for further legislative action to report back within two weeks.
2. Confirmation of the Nomination of Umar Yahaya for Appointment as C0-Chairman of the Governing Council of Unclaimed Funds by Senate Leader
Senate Leader, Senator Ajayi Borrofice moved that the Senate do consider the request of Mr. President C-in-C on the Confirmation of the Nomination of Umar Yahaya for Appointment as C0-Chairman of the Governing Council of Unclaimed Funds in accordance with Section 77(5) of the Finance Act, 2020
Minority Leader, Senator Philip Aduda seconded.
The request of Mr. President C-in-C was referred to the Committee on Banking, Insureance and other Financial Institutions for further legislative action to report back within two weeks.

The Bills are:

A Bill for an Act for the regulations of in-vitro fertilization, to prohibit certain practices in connection with in-vitro fertilization to establish an in-vitro fertilization authority to make provision in relation of children born of in-vitro fertilization process and for connected purposes, 2022 (SB. 841) by Senator Barau Jibrin.
“I rise to support the second reading of this Bill. Infertility in traditional African family leads to painful dissolution of marriages. This technology has brought succor to families and that is why I support it and I think the World Health Organization is in support.” – Senator Ajayi Boroffice
“Let me commend the Sponsor of this Bill. This is a very important issue in the life of our citizens. In making my contribution, I will like to suggest that taking this reform, we should look at the component of Assisted Reproductive Technologies. I think it will be better we take everything on board rather than just picking fertilization which is just one component. I want to urge my colleagues to support the second reading of this Bill.” Senator Sabi Abdullahi

2. A Bill for an Act to provide for the Establishment of the National Commission on Child Destitution in Nigeria and for other connected purposes, 2022 (SB. 42) by Senator Aliyu Wamakko
“I rise to second the consideration of this very important Bill for many reasons. Mr. President, If you recall, I brought a Motion on the menace of Almajiri system in Northern part of Nigeria and this is what this Bill is about. What causes Almajiri system child destitution. Parents throw their children on the streets without catering for them. We must look at the population control. If we don’t do that we will continue to have child destitution. If we don’t do that we will continue to have child destitution. If we don’t control it, it will certainly consume this country. The time to act is now and we should do it immediately.” – Senator Adamu Aliero
“I rise in support of the Second reading of this very important Bill and to commend the sponsor of this Bill for coming up with this strategic legislation, and to say that the establishment of the National Commission on Child Destitution will be very handy to address the malady of child destitution in this country.” –Senator ID Gyang

MOTION
1. Non payment of the sum of $200,000 accruals from Oil Mining Lease (OML)by Shell Petroleum Development Company of Nigeria Limited under the SPDC/NNPC Joint Venture Agreement and, illegal and unlawful renewal of Oil Mining Leases by the Ministry of Petroleum Resources/Department of Petroleum Resources (DPR) contrary to the provision of Paragraph 10 of the First Schedule to the Petroleum Act 1969 (now Section 86(1) and 86(6) of the Petroleum Industry Act 2022 by Senator George Sekibo
“I want to thank the mover of this motion for bringing to the notice of the Senate such an agreement and the most disturbance news in this Motion is the idea of the unclaimed $200,000 that has been hanging in the balance. I cannot harbor how such a huge amount is hanging in the balance and there is a continuous operation of this joint venture agreement. If there are any IOCs that are holding back government money to the sum of $200,000, they should be investigated.” – Senator Adeola Solomon
Senate resolved to:
Constitute an Adhoc-Committee to investigate the non-compliance with the Petroleum Act and the Oil Mining Lease granted to SPDC between 1959 to 1989 and 1989 to 2019 under the SPDC/NNPC JV agreement and compel SPDC to refund to the Federal Government the sum of $200,000 or any amount short of what was paid and to report within four weeks.
