POINT OF ORDER
Sen. Biodun Olujimi cited Orders 43 to draw the attention of the Senate to the death of Sen. Bode Olowoporoku. He served as Senator representing Ekiti South Senatorial District bewtween the year 2003 and 2007. He died on March 24th 2021.
The Senate observed a minute’s silence in honour of late Sen. Bode Olowoporoku

Senator Ibrahim Oloriegbe moved that the Senate do receive the reports of the Committee on Health (Secondary &Tertiary) in respect of:
a. Medical and Dental Practitioners Act CAP M8 LFN 2004 (Repeal & Re-enactment) Bill, 2021 (SB. 480);
b. Sickle Cell Anaemia (Prevention, Control and Management) Bill, 2021 (SB. 166);
c. Tertiary Hospitals Development Fund (Establishment) Bill, 2021 (SB. 371 & SB. 136); and
d. Federal University of Health Services, Otukpo, Benue State (Establishment) Bill, 2021 (SB. 216).

Confirmation of the Nomination of Hon. Justice Salisu Garba Abdullahi as the Chief Judge for the High Court of the Federal Capital Territory, Abuja by Sen. Abdullahi Yahaya Abubakar (Senate Leader)
Senate Leader moved that the Senate do consider the request of Mr. President C-in-C on Confirmation of the Nomination of Hon. Justice Salisu Garba Abdullahi as the Chief Judge for the High Court of the Federal Capital Territory, Abuja in accordance with Section 256(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended)
The Executive Communication was referred to the Committee on Judiciary, Human Rights and Legal Matters for further legislative action; to report back in two weeks
PRESENTATION AND CONSIDERATION OF A REPORT
1. Report of the Committee on Customs, Excise and Tariffs
2021 Budget of the Nigeria Customs Service by Senator Francis Alimikhena
Senator Francis Alimikhena moved that the Senate do receive and consider the report of the Committee on Customs, Excise and Tariffs on the 2021 Budget of the Nigeria Customs Service.
The report was laid and presented by Senator Alimikhena Francis.

2. Report of the Committee on Local and Foreign Debts
Request for approval of External Loans to finance priority projects of the Government and projects to support State Governments by Senator Clifford Odia
Senator Clifford Odia moved that the Senate do receive and consider the report of the Committee on Local and Foreign Debts on the request for approval of External Loans to finance priority projects of the Government and projects to support State Governments

3. A Bill for an Act to establish the Federal College of Precision Agriculture and Irrigation Technology Yamidi, Jigawa State and for other matters connected therewith, 2021 (SB. 411) by Senator Hadeija, Hassan Ibrahim

5. A Bill for an Act to establish the Federal College of Forestry Technology and Research Akampka, to provide full-time courses in forestry technology, preservation, development and other fields of studies and to make provisions for the general administration of the College and for other matters connected therewith, 2021 (SB. 99) by Senator Gershom Bassey
The Bill was read the second time and referred to the Committee on Tertiary Institutions and TETFUND; to report back within four weeks
MOTIONS
1. Incessant killings in Ebonyi State by Senator Obinna Ogba
Senate resolved to:
i. Condemn in strongest terms the various attacks on communities in Ebonyi State by alleged herdsmen leading to wanton destruction of lives and properties;
ii. Observe a minute’s silence in honour of the victims;
iii. Urge the Nigeria Police and other relevant Security Agencies to carry out a comprehensive investigation of these attacks in order to arrest and prosecute the perpetrators;
iv. Urge the Federal Government to put appropriate measures in place to forestall further attacks;
v. Mandate the National Emergency Management Agency (NEMA) to provide enough relief materials to all displaced victims of the communities involved in communal crisis especially Ezza-Effium, Effium communities, Ikwo and Izzi Local Governments, all in Ebonyi State; and
vi. Urge the National Boundary Commission to set clear demarcations in the boundaries separating the communities.
2. Urgent call for a stop to the communal clashes between Waja and Lunguda communities in Gombe South and Adamawa South Senatorial Districts and the need for NEMA to provide relief materials to displaced persons by Senator Binos Yaroe
Senate resolved to:
i. Direct NEMA to urgently provide relief materials to Nyuwar, Jessu, Heme communities in Balanga Local Government, Gombe State and Walu, Falu, Jiu and Chikila communities in Guyuk Local Government Area, Adamawa State recently affected by communal clashes;
ii. Urge the Traditional Rulers of Waja Chiefdom in Gombe State and Lunguda Chiefdom in Adamawa State to impress on their subjects the need to maintain the peace and avoid resort to self-help in settling disputes;
iii. Urge the Governor of Adamawa State to pay a visit to the two communities in Balanga LGA, Gombe State and Guyuk LGA, Adamawa State, to commiserate with and preach peaceful co-existence to the people (as amended); and
iv. Observe a minute’s silence in memory of all those who recently lost their lives in Nyuwar, Jessu, Heme Districts (in Balanga Local Government Area of Gombe State) and Walu, Falu, Jiu and Chikila Villages (in Guyuk Local Government Area, Adamawa State)
