Senate President, Dr. Ahmad Lawan, CON, Ph.D, led the Principal Officers into the Chambers, took the official prayers and began the day’s proceedings at 10:52am.
VOTES AND PROCEEDINGS
Senator Yakubu Oseni moved for the adoption of Votes and Proceedings for Tuesday, 4th May, 2021.
The motion was seconded by Senator Obinna Ogba.
PETITIONS
Senator Ayo Akinyelure submitted five petitions from the Office of the President of the Senate.
Petition was laid and referred to the Committee on Ethics, Privileges and Public Petitions to report back in four weeks.
POINT OF ORDER
Senator Emmanuel Bwacha cited Order 42 and 52 to seek the Leave of the Senate to move a motion on gross fundamental abuse of human rights of 14 members of Taraba South Senatorial District by institutions involving the judiciary and the Nigeria Police Force.
Senate resolved to:
i. Urge the Acting Inspector General of Police and the Police Service Commission to investigate thoroughly the Officer be ye the State Commissioner of Police, or whoever carried out this dastardly act, who was used by whoever;
ii. Urge the Senate to direct National Judicial Commission in collaboration with the State counterpart to investigate the Acting Chief Registrar of Taraba State High Court, one Bartholomew Egama, who had arrived at this monumental judicial abuse for his selfish aim.

PRESENTATION OF REPORTS

Oversight visits to some Agencies under the jurisdiction of the Committee, by Senator Smart Adeyemi.
Senator Smart Adeyemi moved that the Senate do receive the Report of the committee on Aviation on the Oversight visits to some Agencies under the jurisdiction of the Committee.

2. Report of the Committee on Health (secondary & Tertiary)
National Dermatology specialist Hospital, Garkida, Adamawa state (Establishment) Bill, 2021 (SB.631), by Senator Yahaya Oloriegbe
Senator Betty Apiafi moved that the Senate do receive the Report of the committee on Health (secondary & Tertiary) on the National Dermatology Specialist Hospital, Garkida, Adamawa State (Establishment) Bill, 2021 (SB.631).
Report was Laid.
CONSIDERATION OF BILLS FOR SECOND READING
1. A Bill for an Act to establish the Institute of Bitumen Management to provide courses of instruction, training and research in Bitumen technology and to produce technicians and other skilled personnel required to run the industry, 2021 (SB. 663) by Senator Nicholas Tofowomo
The Bill was read the Second Time and referred to the Committee on Solid Minerals and State Development to report back within four weeks.
2. A Bill for an Act to provide for the establishment of the Federal Capital Territory College of Nursing and Midwifery and for other related matters 2021, (SB. 571) by Senator Sani Musa
The Bill was read the Second Time and referred to the Committee on FCT to report back in four weeks.
3. A Bill for an Act to provide for the establishment of the Nigeria Correctional Services Academy to serve as an Institution of high level manpower development, with a mandate to train officers and men of the Correctional Service to acquire and attain the highest standards of professionalism and award such certificate as may be approved by the relevant academic regulatory body from time to time; and for other related matters, 2021 (SB. 545) by Senator Olalekan Mustapha
Senator Barau Jibrin seconded and urged his colleagues to support the second reading of the Bill.
The Bill is read the Second Time and referred to the Committee on Interior to report back within four weeks.
