Senate President Ahmad Lawan reported that the Senate in a Closed Door Session deliberated on issues bordering on the workings of the Senate in particular and National Assembly in general.
VOTES AND PROCEEDINGS
Senator Lola Ashiru Oyelola moved for the adoption of Votes and Proceedings of Wednesday, 15th December, 2021.
Senator Degi E. Biobarakuma seconded.
EXECUTIVE COMMUNICATION
Senate President Ahmad Lawan read two letters from President Muhammadu Buhari, GCFR:
i. Reasons for withholding of Assent to the Electoral Act Amendment Bill, 2021 as passed by the National Assembly; and
ii. 2021 Appropriation Act: Request for Virement to Fund Critical Expenditures
PETITIONS
Senator Ayo Akinyelure submitted five petitions from the Office of the President of the Senate:
1. Petition from Garba Abubakar Jibril of Procurement Procedures Awareness Initiative against Senate and House Committee Members on Transport of the National Assembly, Governing Council Chairman and Members, Director General and Management Officers of Nigerian Institute of Transport Technology (NITT) on Corruption, Violation of relevant Sections of Public Procurement Act 2007, Misappropriations and Siphoning of Public Funds that took place and or taking place annually as listed 1 – 9 below at Nigeria Institute of Transport Technology (NITT) Zaira, Kaduna state.
2. Petition from Barrister Benjamin Ogunleye and 5 others on behalf of Owners of affected properties along Oyo-Ogbomoso (Route A2) Section ll of the ongoing Ibadan – llorin Express way against the Hon. Minister of Works and Housing. A passionate Appeal to prevail on the Ministry of Works and Housing through the Honorable Minister for Works and Housing (Babatunde Raji Fashola, SAN to pay the Outstanding Compensation to Owners of Structures affected along Oyo-Ogbomoso (Route A2) Section ll of the ongoing Ibadan – llorin New Expressway
3. Petition from Prof. Mnguember Vicky Sylvester Molemodile of the University of Ibadan against the Honorable Minister of FCT on Recovery of Assets.
4. Petition from Joe Ajaero on behalf of the National Union of Electricity Employees against the Economic and Financial Crimes Commission (EFCC) in respect of Malicious Prosecution by the EFCC: Appeal for Caution.
5. Petition from Ogu-Etoh Clarion Clara against the Council for the Regulation of Freight forwarding in Nigeria. Request to be reabsorbed into the Council for the Regulation of Freight forwarding in Nigeria.
Petitions were laid and Referred to Committee on Ethics, Privileges and Public Petitions to report back within four weeks.

Confirmation of the Nomination of Mu’azu Jaji Sambo from Taraba State by Senate Leader, Senator Yahaya Abdullahi
Senate Leader moved that the Senate do consider the request of Mr President, C-in-C, for the confirmation of the nomination of Mu’azu Jaji Sambo from Taraba State as Minister of the Government of the Federal Republic of Nigeria, in accordance with Section 147(2) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) – (Committee of the Whole).
Senate minority leader, Senator Enyinnaya Abaribe seconded the Motion.

The Bill was read the second time and referred to the Committee of the Whole for consideration
The Senate in the Committee of the Whole considered and approved Clauses 1 & 2 as recommended, Short & Long Titles as recommended, Explanatory Memorandum as recommended.

Senator Adeola, Solomon Olamilekan moved that the Senate do receive and consider the report of the Committee on Finance on the Finance Bill, 2021 (SB. 873).
