Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria!
Senate President Ahmad Lawan led the Principal Officers into the Chamber, took the official prayers and began the day’s proceedings at 11:00am.
CLOSED-DOOR
Senate moved into a closed door session at 11:02am.
Senate resumed plenary at 11:23am.
Senate President Ahmad Lawan reported that the Senate in a Closed Door Session deliberated on matters bordering on the workings of the Senate in particular and National Assembly in general.
VOTES AND PROCEEDINGS
Senator Uche Ekwunife moved for the adoption of the Votes and Proceedings of Wednesday, 21st December, 2022.
Senator Nora Ladi Daduut seconded.
SENATE PRESIDENT AHMAD LAWAN’s ADDRESS
“Today was scheduled to be the day for us to receive and consider the report of our Committee on Appropriations on the 2023 Appropriation Bill. However due to some challenges, we are not able to receive the repot of the Committee. And the main reason for this is because the Appropriation Bill came to the National Assembly with some hurdles and when our Committees on Appropriation in the Senate and House started to reconcile the figures of what we have done and what was presented, the hurdles became obvious and they were not easy to deal with and therefore, our Committees had to start a process of cleaning up the Bill first. That process of course also engaged the Executive arm because the problem came from there. It was concluded only yesterday and our Committee Secretariat are not able to finish processing the Budget for us to take today nor tomorrow because these are Christmas period. We can only receive the report and consider on Wednesday, December 28th. So far, this Ninth National Assembly have done so much to pass the previous Appropriations since 2019 before the end of the year. And I am sure this will remain one of the cherished legacies of the Ninth National Assembly. By the Grace of God, on the 28th of this month, the Senate and indeed the House will all come back to receive and consider the budget report from our Committees.
“Secondly, our Committee on Finance is this morning holding a public hearing on the Finance Bill 2022 and the Finance Bill is the basis on which the Appropriation Bill 2023 is built. We had arranged yesterday that the Finance Committee would present report on Finance Bill hearing at 2:00pm today. That of course will not be possible. This is why – we also received two communications yesterday. So, our Committees on Appropriation, Finace, Water Resources, Agriculture and Works and Housing will be processing the Bills from today. In that respect, the Senate would adjourn immediately so that our Committees start the action they are supposed to take and therefore, those reports would also be available to us on Wednesday, 28th December. I want to thank all of you my Distinguished Colleagues for your support, cooperation, commitment, dedication and all these things that we have been doing as a legislature. Let me advise the Executive, the Bills that have come to us, whoever is invited to come and explain, give information on any details for the National Assembly to understand must do so because it is not our wok alone. We want to do our work thoroughly and time is of essence. Nobody should tell us that they are in their places because of Christmas. They should be available with every necessary information. With this I want to wish all of us a very Merry Christmas and a very prosperous peaceful, stable new year 2023.” – Senate President Ahamad Lawan
ADJOURNMENT
Senate Leader, Senator Ibrahim Gobir moved that Senate stand down the consideration of all items on the Order Paper till another legislative day.
Minority Leader, Senator Philip Aduda seconded.
Plenary was adjourned to Wednesday, 28th December, 2022.
