PFIPC Probe: ICPC Uncovers Two More Fake Agencies, Recommends Prosecution of “DG” Adeyemi

The Independent Corrupt Practices and Other Related Offences Commission, ICPC, has uncovered two additional fictitious government bodies in connection with its investigation into the alleged fraudulent *Presidential Foreign Intervention Promotion Council, PFIPC*.

ICPC Chairman, *Dr. Musa Adamu Aliyu*, disclosed this on Thursday in Abuja after presenting an interim report of the investigation to President *Bola Ahmed Tinubu* at the Presidential Villa.

According to Aliyu, investigators confirmed that *Adeniyi Matthew Adeyemi*, who paraded himself as the Director-General of PFIPC, was never appointed by the Federal Government. The commission also established that PFIPC had no legal backing, having been neither created by an Act of the National Assembly nor by executive order.

*Forged Papers, Occupied Govt Office*

The ICPC found that the appointment letter allegedly used by Adeyemi was forged. The group also unlawfully occupied office space and used official materials previously belonging to the defunct *Presidential Economic Advisory Council, PEAC*.

“These agencies were created using forged legislative instruments and were used to open bank accounts for illegal activities,” Aliyu told the President.

He said the syndicate operated from the former PEAC office, exploiting weaknesses in government verification systems to impersonate federal officials and carry out unlawful activities.

In the course of the probe, ICPC also uncovered two more fake bodies: the *FCT Investment Promotion Agency* and the *Foreign Investment Promotion Agency*.

Aliyu revealed that Adeyemi later changed the name of his organisation from “Foreign Investment Promotion Council” to “Foreign Intervention Promotion Council” to expand its scope to revenue generation.

*No Funds Disbursed, But Collusion Alleged*

On finances, the ICPC chairman said: “The investigation found no funds were approved or disbursed for the fake PFIPC/PEAC, and there were no weaknesses in the State House or CBN system.”

However, the interim report identified officials from key government institutions who allegedly collaborated with the fake organisation. They include staff from:
– *Office of the Secretary to the Government of the Federation*
– *Office of the Head of the Civil Service of the Federation*
– *Office of the Accountant-General of the Federation*
– *Budget Office of the Federation*
– *National Information Technology Development Agency, NITDA*

The commission has recommended the prosecution of Adeyemi, while the implicated public officials should face disciplinary action.

*Investigation Ongoing*

Aliyu stressed that the report is interim and that the investigation continues “to uncover more details to file criminal charges against Adeyemi and his collaborators.”

President Tinubu, who received the briefing, reaffirmed his administration’s commitment to transparency, accountability and zero tolerance for impersonation and fraud within government.

The ICPC launched the probe after questions emerged over PFIPC’s legitimacy. Earlier findings had already established that the organisation had no legal foundation and that Adeyemi was using forged documents and illegally occupying federal facilities.

The commission said it will forward its final report and recommendations for prosecution once investigations are concluded.
