•As CJN stresses judiciary’s key role in digital transformation
The Nigerian judiciary has a pivotal role in bolstering the nation’s digital economy, according to Dr. Aminu Maida, Executive Vice Chairman of the Nigerian Communications Commission (NCC).
Speaking at the 2024 Judges Workshop on Legal and Regulatory Issues in the Communications Industry, held at the Sheraton Hotel in Ikeja, Lagos, Maida highlighted the urgent need to protect Nigeria’s communications infrastructure, which he called the “backbone” of digital transformation, innovation, and economic growth.
In his remarks, Maida emphasized that, as Nigeria expands its digital services and infrastructure, it must also address rising threats of vandalism and theft.
He pointed out that telecommunications networks are essential to economic stability and growth, underscoring the need for judicial cooperation to secure these critical assets.
Maida referenced a significant step by President Bola Ahmed Tinubu in July 2024, when he issued a Presidential Order classifying telecommunications infrastructure as Critical National Information Infrastructure.
This order calls for stringent protective measures to ensure the operational resilience of Nigeria’s telecom networks, with the NCC collaborating closely with the Office of the National Security Adviser and the Ministry of Communications and Digital Economy to implement these safeguards.
Maida also noted the judiciary’s increasing reliance on digital tools for case management, which, he argued, reflects the sector’s growing role in navigating the legal complexities of the digital era. He urged judicial officers to embrace fairness, adaptability, and a proactive stance in addressing digital issues, ensuring the integrity of the digital landscape and fostering investor confidence.
“The judicial sector must be equipped to interpret and enforce laws that will secure the future of Nigeria’s digital economy,” Maida said, underscoring the NCC’s commitment to strengthening collaboration with the judiciary.
The workshop, held under the theme “The Role of the Judiciary in Accelerating Digital Transformation in Nigeria,” addressed pressing topics such as the enforcement of online contracts, protection of digital rights, and the establishment of supportive legal frameworks to encourage technological innovation.
Maida commended the National Judicial Institute (NJI) for its role in fostering judicial expertise, expressing optimism that a strengthened judicial understanding of digital issues would lead to a more secure and resilient digital economy.
The NCC’s objective, he said, was to work in tandem with the judiciary to create a safe, reliable environment for investors and consumers alike, underpinned by a stable rule of law.
Meanwhile, the Chief Justice of Nigeria (CJN) and Chairman of the Board of Governors of the NJI, Justice Olukayode Kekere-Ekun, also addressed the workshop, emphasizing the judiciary’s pivotal role in driving Nigeria’s digital transformation.
Justice Kekere-Ekun noted that telecommunications technology is not only a crucial driver of economic growth but also a bridge to Nigeria’s global aspirations.
With digital transformation accelerating across various sectors, she highlighted the particular challenges of cybersecurity, data protection, and online banking security breaches.
These disruptions, she explained, lead to increasingly complex legal disputes, underscoring the need for a judiciary capable of addressing the nuances of digital cases.
Justice Kekere-Ekun expressed optimism that the workshop would provide judicial officers with the technical knowledge and insight needed to adjudicate cases related to telecommunications and digital transformation effectively.
She encouraged participants to actively engage in the sessions and apply the insights to their work in the courts.
“As digital transformation reshapes our economy and legal landscape, it is vital that our judicial officers are well-equipped to respond to these changes,” she said.
Commending the NCC’s dedication to consumer protection, Justice Kekere-Ekun affirmed the judiciary’s commitment to upholding a fair and transparent telecommunications sector, which she described as essential for building investor trust and safeguarding the interests of Nigerian consumers.
She praised the collaborative efforts of the NCC and NJI in organizing the workshop, expressing her gratitude to the speakers and moderators for their valuable contributions.
