The Human Rights Writers Association of Nigeria (HURIWA) has commended a joint U.S.-Nigerian operation that reportedly killed Abu-Bilal al-Minuki, described as the global number two commander of ISIS.
In a statement on May 17, 2026, HURIWA praised President Donald Trump for international counter-terror collaboration and lauded the professionalism of Nigerian troops involved in the Lake Chad Basin operation. The group said the strike shows terrorism can be degraded through intelligence-driven coordination and operational synergy with partners.
HURIWA warned that isolated tactical wins cannot replace a sustained national counter-terrorism strategy, citing ongoing attacks, kidnappings and mass abductions in Borno, Yobe and Oyo states. It called for the immediate rescue of abducted students and for security forces to dismantle terrorist networks.
The group urged a complete overhaul of Nigeria’s counter-terrorism architecture, including adoption of modern asymmetric warfare tactics, better aerial surveillance, rapid-response operations and improved inter-agency coordination. It said fragmented intelligence sharing and delayed responses remain key weaknesses.
HURIWA also challenged the new Homeland Security Chief to release a measurable, time-bound strategy to protect schools, farms, highways and worship centres. It called for deeper collaboration with international partners on intelligence, counter-terror financing, cyber surveillance and drone warfare, and for improved welfare and equipment for troops.

“Nigerians are no longer interested in routine assurances and ceremonial briefings while terrorists continue expanding their frontiers of violence,” the group said, demanding that the military reclaim all territory held by terrorists, bandits and kidnappers across Borno, Benue, Plateau, Zamfara, Katsina, Niger and other states.
