Abuja, Nigeria — As the world navigates a complex web of global challenges — from climate change and economic inequality to digital disruption and geopolitical rivalry — a new framework is emerging from the East with the potential to reshape the international order. The Global Governance Initiative (GGI), launched by Chinese President Xi Jinping at the “Shanghai Cooperation Organization Plus” Summit in Tianjin, is being hailed as a bold attempt to reform how nations collaborate and resolve global issues.

For Nigeria and much of the Global South, the GGI offers a rare opportunity: a seat at the table in reimagining the rules of global engagement.

●》What Is the Global Governance Initiative?

The GGI is the latest in a series of strategic proposals from China, following the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative. But unlike its predecessors, the GGI focuses on the very foundation of international cooperation — the institutions, norms, and principles that govern global affairs.

Its core tenets include:
• Sovereign equality among all nations
• Respect for international law and the UN Charter
• Multilateralism over unilateralism
• Development-focused diplomacy
• Pragmatic, results-driven partnerships

President Xi described the GGI as a “Chinese solution” to global governance challenges, emphasising its alignment with the 80th anniversary of the United Nations and the end of World War II — a symbolic nod to the need for renewed global solidarity.

Nigeria’s Role and Response
Nigeria has long advocated for a more equitable global system, particularly in forums like the just concluded United Nations General Assembly, where Vice President Kashim Shettima led calls for Security Council reform, which has been echoed for decades. The GGI’s emphasis on fairness and inclusivity resonates with Nigeria’s foreign policy priorities.

Shettima declared “United Nations will recover its relevance only when it reflects the world as it is, not as it was. A stabilising force in regional security and a consistent partner in global peacekeeping, our case for permanent seat at the Security Council is a demand for fairness, for representation, and for reform that restores credibility to the very institution upon which the hope of multilateralism rests”.

At a recent policy forum in Abuja, Nigerian scholars and diplomats explored the implications of the GGI for Africa. Dr. Chika Okonkwo, a senior fellow at the Nigerian Institute of International Affairs, remarked:
“The Global Governance Initiative aligns with Africa’s aspirations for a more just and representative international system. It’s a chance for Nigeria to assert its leadership in shaping the future of multilateralism.”

The GGI could open new avenues for:
Reforming global financial institutions to better serve developing economies
Enhancing Africa’s voice in climate negotiations and digital governance
Strengthening South-South cooperation through platforms like the African Union and BRICS+
China’s growing economic footprint in Nigeria — from infrastructure to technology — adds weight to the GGI’s potential impact. However, experts caution that Nigeria must engage with the initiative on its own terms, ensuring that partnerships are mutually beneficial and transparent.

As the GGI gains international attention, Nigeria faces a strategic choice: to be a passive observer or an active architect of the new global order. With its diplomatic clout, economic potential, and pan-African influence, Nigeria is well-positioned to shape the conversation.

The Global Governance Initiative may be China’s brainchild, but its success will depend on how countries like Nigeria engage with it — not just as participants, but as co-authors of a more inclusive and effective global system.
