FCCPC backs Lagos push to end estimated electricity billing

The Federal Competition and Consumer Protection Commission, FCCPC, has commended the Lagos State Electricity Regulatory Commission for reforms aimed at ending estimated billing in the state’s electricity market.

FCCPC welcomed LASERC’s position in the 2025 Lagos Electricity Market Report supporting enforcement of laws against supplying electricity without meters and the phased rollout of universal smart metering across Lagos.

LASERC’s programme includes compulsory metering from 2026, feeder-by-feeder deployment of smart meters, tighter oversight of distribution companies, improved complaint resolution standards, and sanctions for non-compliant operators.

FCCPC Executive Vice Chairman Tunji Bello said the initiative would improve billing transparency and restore consumer confidence.

“Estimated billing remains one of the leading sources of consumer complaints within Nigeria’s power sector. Measures that accelerate metering and improve billing transparency are important to consumer protection and overall market accountability,” he said.

Bello said consumers should be protected from unverifiable bills where consumption cannot be measured accurately. “Effective metering promotes fairness within the electricity market. It supports accurate billing, reduces disputes, improves accountability, and gives consumers greater confidence in the system,” he added.

He urged other states implementing electricity reforms to adopt similar metering frameworks and complaint resolution systems to strengthen service delivery.

FCCPC also cited LASERC’s findings on service delivery gaps and complaint resolution challenges in Lagos, saying they highlight the need for stronger consumer safeguards, infrastructure investment, and improved service standards.
