The Bureau of Public Procurement (BPP) and the Nigerian Institute of Quantity Surveyors (NIQS) have agreed to deepen collaboration to eliminate duplication and ensure coherence between Nigeria’s procurement laws and professional practice standards.
The Director-General of BPP, Dr. Adebowale A. Adedokun, FCIPS, received the NIQS President, QS Dr. Aminu M. Bashir, FNIQS, and his delegation in Abuja on Monday.
Dr. Adedokun said the partnership was necessary to ensure that statutory frameworks operate within their mandates and deliver “value for money that translates to value for life” for Nigerians.
“BPP has entered an era dedicated to value creation and impactful service delivery. Our reforms are designed to ensure positive impact across health, education, infrastructure and technology,” he stated.
The DG announced that BPP is rolling out sector-based procurement, with clear thresholds for each sector, and a new system for classification and categorisation of contractors. He urged NIQS to submit its database of registered practitioners to aid the update.
On construction projects, Dr. Adedokun directed that all Bills of Quantities must be signed and sealed by the qualified professional who prepared them.
“The professional will take responsibility for the accuracy and adequacy of quantities and descriptions. All MDAs must ensure Bills are signed and sealed before any procurement process,” he said.
He also called on professional bodies to support procurement reforms recently approved by President Bola Ahmed Tinubu, GCFR, describing BPP as “a stimulator, a catalyst and an enabler” for government institutions.
In his remarks, QS Dr. Bashir commended Dr. Adedokun, an Honorary Fellow of NIQS, for his reform-driven leadership. He said NIQS fully supports BPP’s agenda, noting that the profession’s core principle of “Value-for-Money” aligns with the Bureau’s objectives.
Dr. Bashir pledged NIQS’ backing for the Guidelines on the Revised Policy for Variations of Contract Sums and the Mandatory Use of Final Designs issued on 14th May 2026.
He added that NIQS, as Nigeria’s statutory cost management profession, is positioned to support BPP in cost planning, variation analysis, fluctuation assessment and final cost determination.
