BPP, ELRA, move to collaborate on policy implementation

The Bureau of Public Procurement [BPP] is committed to maintaining ethical standards in public procurement by ensuring the implementation and harmonisation of policies for optimal performance and national development.

Director-General, Bureau of Public Procurement (BPP), Dr. Adebowale A. Adedokun made this known while welcoming the Registrar/CEO of the Equipment Leasing Registration Authority [ELRA], Mr. Donald Wokoma, in his office in Abuja.

The courtesy visit highlighted the critical role of both agencies in fostering transparency, accountability, and development in Nigeria’s regulatory and procurement sector.

Dr. Adebowale, according to a statement by the Head of Press Unit of BPP, Zira Zakka Nagga, stressed the importance of collaboration with other government agencies for optimal performance.

He stated that the Bureau of Public Procurement was the fulcrum of government machinery for the development of social amenities in Nigeria.

He said BPP as a regulatory organisation, was an enabler and a strategic tool that ensured the harmonisation and implementation of government policies for optimal performance and, every agency needed to partner with BPP to deliver positively in national development.

The DG stated that collaborating with ELRA would provide clear guidelines for effective enforcement, and strategic communication to disseminate the objectives of ELRA and its impact.

He called for capacity building, training of workers, and proper launch of nationwide public enlightenment and sensitization.

Mr. Donald Wokoma appreciated the role of BPP in upholding integrity in public procurement and nation-building.

He stated that inter-agency collaboration was key to success, and BPP was indispensable in the development of the nation’s economy.

Mr. Wokoma emphasised that the purpose of his visit was to seek BPP’s support to raise awareness on the implementation of the Ministry of Finance circular; to institutionalise the circular directives to Ministries, Departments and Agencies (MDAs); and to ensure compliance in procurement processes involving leasing.

He made a smart presentation to BPP on the implementation of the Ministry of Finance circular on leasing in public procurement.

He highlighted the key functions of ELRA as established under the Equipment Leasing Act 2025 Regulatory Authority for leasing transactions in Nigeria, which includes regulation, promotion, monitoring, and development of leasing industry as its main mandate

Both agencies are committed to working together for the benefits of implementation of the circular to enhance transparency, and legal compliance in leasing procurement to improve accountability, support government revenue mobilisation, strengthen credibility and the enforcement of procurement processes.
