AGF under fire: Allegations of inefficiency and loyalty to finance minister threaten fiscal policy

The Accountant General of the Federation [AGF], Mr. Shamseldeen Ogunjimi may face sanctions following allegations of inefficiency in fund disbursement to Ministries, Departments, and Agencies (MDAs).

According to sources, the AGF’s office has been delaying payments to MDAs, awaiting second round of approvals from the Minister of Finance and Coordinating Minister of the Economy, after presidential approvals.

THE CONCLAVE learnt that the delays have resulted in a backlog of payments, with some MDAs waiting for months to receive their overheads as well as payments for outsourced services.

This development, sources said, had incapacitated the agencies, making it difficult for them to pay for essential services such as electricity.

The last release of overheads and outsourced services was reportedly made in August 2025, leaving a backlog of four months.

Sources close to the Ministry of Finance and the Office of the Accountant General of the Federation alleged that the AGF’s appointment was influenced by the Minister, and that he [the AGF] is exhibiting loyalty to the Minister by always seeking second approvals before finalising payments.

This practice has reportedly resulted in tardiness and inefficient disbursements of approved funds to MDAs, a practice that has been described as an affront to the approving authority of the president.

THE CONCLAVE had reported on Tuesday, December 23, 2025, that Minister Wale Edun’s tardiness and inefficiency had prompted President Tinubu to strip him of some critical responsibilities which he directed the Secretary to the Government of the Federation, Senator George Akume, to transfer to the Minister of State for Finance, Dr Doris Uzoka-Anite.
