CONSIDERATION OF BILLS FOR SECOND READING
1. A Bill for an Act to Amend the Central Bank of Nigeria (CBN) Act No. 7 of 2007 to enable the appointment of a person other than the Governor as the Chairmen of the Board, divest the Board of the powers of determining and fixing salaries and allowances of its members and considering and approving the Annual Budget of the Bank; and for other related matters, 2022 (SB. 1049) by Senator Sadiq Umar.
The Bill was read the Second Time and referred to the Committee on Banking, Insurance and other Financial Institutions for further legislative action to report back within four weeks.
2. A Bill for an Act to establish the Federal Polytechnic Kabo, Kano State to provide full-time courses in technology, applied science, management and other fields of studies and to make provisions for the General Administration and for other related matters, 2022 (SB. 9) by Senator Barau Jibrin
Senator Ibikunle Amosun, in his contribution said he is against the proliferation of tertiary institutions but much as he is against it, the truth is the truth. He added that it is in the nation’s best interest to create opportunities for Nigerian youths who wake up to have nothing to do.
“As it has been said, this Institution is in existence and all that is needed to do is to formalize its legal framework for its operation.” .– Senator Aliyu Sabi Abdullahi
The Bill was read the Second Time and referred to the Committee on Tertiary Institutions and TETFUND to report back within four weeks.
3. A Bill for an Act to provide for the Rotation of Power and for other related matters therein, 2022 (SB. 1040) by Senator Abba Moro
“I think the Bill has been brought forward so that it can help us in our diversity as a nation. As a multi-ethnic and multi-religious nation, managing and harnessing our diversity can be an asset rather than allowing it to be a liability. Feelings and perception of marginalization at States and federal levels can be addressed by the passage of this Bill.” – Senator ID Gyang
The sponsor of the Bill, Senator Abba Moro moved a motion to step down the Bill for further legislative action.

2. Report of the Committee on Judiciary, Human Rights & Legal Matters
Court of Appeal Act, 2013 (Amendment) Bill, 2022 (SB. 670) by Senator Opeyemi Bamidele
Senator Opeyemi Bamidele moved that the Senate do receive and consider the report of the Committee on Judiciary, Human Rights & Legal Matters on the Court of Appeal Act, 2013 (Amendment) Bill, 2022 (SB. 670).

Senator Opeyemi Bamidele laid and presented the report.
Senator Opeyemi Bamidele, in his presentation said the Bill seeks to increase the Justices of the Court of Appeal from the current 90 to 110. The proposed amendment also seeks to ensure the Court has requisite manpower and to bring the Court closer to litigants in light of the current realities.
“The stakeholders were unanimous in their support for the passage of the Bill. The amendment sought, if enacted by an Act of the National Assembly, will stimulate quick dispensation of justice.” – Senator Opeyemi Bamidele.

MOTION
1. Urgent need for humanitarian support and assistance to victims of flooding across the country especially Jigawa State by Senator Abdullahi Sankara and 107 other Senators.
Senate resolved to:
i. Direct the NEMA in consultation with State Government to urgently carry out the assessment of communities with a view to urgently provide humanitarian assistance to the affected flood ravaged areas of the country;
ii. Urge the Nigerian Meteorological Agency (NiMET) and the Nigerian Hydrological Agency and other relevant agencies to provide timely early warning to flood prone areas with a view to forestalling the loss of lives and property; and
iii. Direct relevant agencies such as Federal Roads Maintenance Agency (FERMA), Niger Delta Development Commission (NDDC), National Emergency Management Agency (NEMA), North East Development Commission (NEDC), and Federal Ministry of Works to reconstruct washed out roads, bridges and culvert.
